The difficulty would need to change if the price goes up, block reward goes down. The halving you speak about is a part of the bitcoin blockchain algorithm. It happens every four years.

I think i am 34, the wife keeps arguing with me about this!
She starts counting forward from my D.O.B, i on the other hand refuse to listen to the technical details and remember my 21st birthday approx 13 years ago, so that makes me 34!
